Here's my conspiracy theory which I nicked from somebody on this list.

I wouldn't be surprised if this ends up happening, and could be the reason that the delay in announcing has been given, by May 1st they will know the final league positions so will know if Leeds are in the play offs or not and will have had a few days to talk to Leeds and the FL. If Leeds have already made the playoff the outcome could be - Panel finds that the penalty was illegal, BUT says to reinstate 15 points now is too complicated and besides Leeds do have a chance of promotion as they are in the playoffs. Panel awards Leeds financial recompense to be paid by the FL as a way to offset the injustice Leeds have suffered, current guess is around 2.5M. Bates likes money. 2.5M is money, BUT so is revenue from extra games (i.e., the play offs). Automatic promotion does not make a club as much money, you get a little more for having finished higher in the table from the FL but you don't get a share of the gate receipts from two sold out games plus a potential Wembley showdown.
